Currently his telepathy is limited to those he gives consent to. It's not a one-and-done sort of thing. If you give him permission to look into your mind, he can look into it whenever. He's a brutal little fuck, not really one for more subtle manipulations. Combine that with the fact that whatever limitations put on him tire him out means that Henry's likely to pass out after a few minutes of psychological torture.
Henry has major issues with control. The moment someone fucks with his head, I'm certain he's going to kill them—though honestly, they'd probably deserve it. Keep an eye on him if we ever get one of those 'changes your personality' floods.
He's absolutely going to need to regain full control of his powers to graduate and absolutely should not get them all back right now. Feel free to shove him in my direction if he's a creepy little fucker, future temps. Despite myself, I'm growing to like the kid.
While the term 'Advocate' has gained something of a dark connotation, I would like to put myself forward as something of a touchstone for Henry.
I will second Dorian's note that he will need to learn ethical use of his power but I will strongly caution against giving him any of it OR bargaining with him using them as there is history there.
I'd also caution against paternalism as it may have unintended reactions.
I have given him permission to use his powers with me as I am hardly defenseless in that arena and we have some level of trust between us. He respects me to a certain degree so if you find yourself at ends with him, please feel free to tap me in.
He respects power and does not understand people caring about one another. I think you can do the math there yourselves. He does his best to distance himself from humanity and society but that isn't because he doesn't want connection. And he is a crafty little bastard; don't buy it if he plays placid at you. He isn't.
